MINUTES OF QUARTERLY MEETING OF THE BOARD OF DIRECTORS
OF AMBERLEIGH HOMEOWNERS ASSOCIATION
FEBRUARY 11, 2026
A quarterly meeting of the Board of Directors of Amberleigh Homeowners Associationwas held February 11, 2026 at the MCCA offices. Present at the meeting were: Roger Deffner, Director and President; Mary Spalding, Director and Vice President; Tyler Davis, Director and Treasurer; and Julie Cole, Director and Secretary. No homeowners joined in person or online. The meeting was called to order by Roger Deffner at 7 pm.

Call to Order/Welcome
Roger Deffner voiced his appreciation to all who have taken the time to participate in Amberleigh activities, both the Board and Homeowners. He called out special appreciation to Mark Beales for putting up the Christmas lights in the entrance. Congratulations to Julie Gurrad, Lot 1, for winning the Elf award for her beautiful display of Christmas lights!
Committee Reports:
A. Architectural Committee: Several requests for info or approval came in since the last Board meeting (Lots 20, 46, and 71).
B. Landscape Committee: Quiet time of year so just continued management of North Point Landcare (Sigfredo and team).
C. Street Lighting Committee: Thanks to Mark Beales for replacing the bollard light by Lot 81 near the park. Also, it’s been noted that the light on the south gazebo is out and it will be replaced soon.
D. Irrigation Committee: There is a large leak in the water line in the park which will need to be repaired prior to turning on the water this spring. Al should have this on his radar—this will be verified by Roger.
Roger expressed a desire to set up each committee with a chairperson to aid in communication.
There was discussion about the individual driveway lights and their excessive brightness. Perhaps they’re adjustable and can be dimmed down? This will be explored with the Street Lighting Committee.
Budget Update
Thanks go to Tyler for all his work as Treasurer.
Budget information is available online at the PayHOA website. Reserves are adequate for our current needs, $107K and growing at Peoples Bank. Additional funds are in the checking account (approximately $45K at this time).
State taxes are due in April July, and Amberleigh’s federal taxes are filed after the end of our fiscal year (due in August).
Tyler is planning to switch the payment of MCCA dues back to July, which fits better with our fiscal year planning than MCCA’s change to invoicing for dues in May.
A couple of homeowners are still in arrears with their HOA dues, and Tyler will be following up with them.
Open Item Updates
Discussion of the north and south greenbelts. Roger presented his findings after walking and photographing the state of the two greenbelts. There is a lot of residual debris from storm damage: fallen/leaning trees, downed limbs, etc. that should be cleaned up to reduce the risk of fire, to reduce rodent activity, and for general tidiness of appearance. There are a couple of trees that appear to be marked for removal but were not taken out when other trees were removed. Roger to follow up with Mark Beales on this.
The Board authorized Roger to request a bid from Taylor’s Tree Service for greenbelt cleanup.
Open Items:
Roger reserved Room 201 at the Mill Creek city office for the Amberleigh annual meeting on June 3, 2026. The meeting is scheduled for 7pm to 8pm with access to the room from 6:30pm to 8:30pm. They now use a code system for access, and they will email the code a week prior to the meeting date.
Upcoming Board meeting dates are: 5/13/2026, 8/12/2026, 11/11/2026, 2/10/2027, 5/12/2027, and 6/2/2027 (annual meeting).
Reminder that homeowners need to clean out small catch basins on their property as these basins feed into the large street basins. An email for homeowners with pictures is in the planning.
