MINUTES OF AMBERLEIGH HOMEOWNERS ASSOCIATION ANNUAL MEETING
June 30, 2025
The Amberleigh Homeowners Association held its annual meeting on Monday, June 30, 2025 at 7:00 pm at Mill Creek City Hall North in Mill Creek, WA. Board of Directors in attendance were Mark Beales, President and Director, Roger Deffner, Vice President and Director, Tyler Davis, Treasurer and Director, Mary Spalding, Director, and Julie Cole, Secretary and Director. Including absentee ballots and residents attending in person with ballots, 53 Amberleigh homes were represented at the meeting.
Mark Beales opened the meeting at 7 pm, introducing the board members and welcoming those in attendance. He then introduced the new Amberleigh residents:

Tyler Davis presented the budget results for the 2024-25 fiscal year and reviewed the proposed
2025-26 budget.
There was a change in the due date for MCCA dues from July 31 to July 1, and because Amberleigh’s fiscal year ends June 30, it appears that we paid the MCCA dues twice in 2024-25. The second payment was for our 2025-26 MCCA dues.
All residents have access to the financial reports in PayHOA under the Reports section.
Amberleigh’s budget is in good shape. Amberleigh HOA dues will not increase for 2025-26.
Tyler thanked those who have joined PayHOA and accessed the portal. He pointed out that with the ongoing changes from Olympia, we are facing additional requirements for record-keeping and reporting. For those who have not yet signed up for PayHOA, he mentioned that it would be helpful to have one location for everyone’s records so that when we are asked to provide data, it can be collated from a single source.
Those who pay their dues annually will need to continue to pay by check. Tyler will be investigating what it will take to setup annual and monthly payments in PayHOA. Currently, autopay is set up to handle just quarterly payments. If you would like to receive an annual invoice, please send an email to amberleighhoafinance@gmail.com
The proposed 2025-26 budget contains a line item for Landscape Repair and Enhancement for $15,000. This is a contingency fund for potential issues that may come up. Setting aside money ahead of time gives us the ability to address small issues quickly before they become larger issues.
We currently have about $111,000 in our Money Market Account.

Mark Beales pointed out that the landscape committee has been chaired by Michael Beaumont for years (assisted by Angie Kroller and himself.) Michael and Diana Beaumont moved to a retirement home in Bellevue earlier this month. Michael’s years of service will be missed as he’s done so much to make our neighborhood better. We wish them well as they move on to new adventures.
As part of our ongoing project to replace the inappropriately large maple trees (required by the city of Mill Creek when Amberleigh was first built) that are causing issues with our streets and sidewalks and some of which are no longer healthy, nine maple trees were removed earlier this year. In their place, trees that were sold to us as Pacific Maples were planted. They turned out to be trees of another variety, they were subsequently removed, and in October they will be replaced with Pacific Maples. The new trees will be provided at no additional cost to Amberleigh. There are nine original trees remaining which will be replaced during this next fiscal year.
In May an arborist inspected the trees in the cutting preserve which surrounds Amberleigh. The arborist made a number of recommendations for removal or limbing of certain trees to mitigate potential hazards. A copy of his report can be found on our website. A tree service which we have used in the past has been contacted to bid for the work.
Mark Beales noted that with Michael Beaumont having been so involved on various committees, the need to expand committees is necessary. In response to his request for volunteers, Mark announced that nine residents have offered to serve on the following committees: Landscaping, Architectural Control, Street Lighting, and Irrigation. The Board will appoint members to the committees at our next Board meeting, which will be held soon since the Board must ratify the election results and elect officers for the coming fiscal year. Committee members will be notified about meeting to discuss committee functions and responsibilities.
Mary Spalding, who heads up the planning for Amberleigh’s participation in the annual National Night Out, informed the residents in attendance that this year’s date for the Night Out will be August 5 starting at 5 pm. As always, it will be a potluck event. A flyer was distributed, and a reminder email will be sent a couple of weeks ahead of time.
Mark Beales and Melody Taylor are working on a lending library for Amberleigh, and it will be installed soon.

53 ballots representing 60% of Amberleigh Homeowners were turned in.
The proposed 2025-26 Amberleigh budget passed unanimously.
Amberleigh’s 2024-25 audit will be carried out by an internal volunteer team. There were 47 votes for the audit to be conducted by an internal, volunteer team and 4 votes for an outside, paid audit.
Mary Spalding (Director) and Julie Cole (Director and Secretary) will continue in their roles for the next three years.
1. What services does Amberleigh receive from MCCA?
Homeowners have access to all the facilities/services that MCCA provides (walkways/paths/trail maintenance, security checks, house numbers painted on the curb, Santa breakfast). Amberleigh HOA provides landscaping, including cutting preserve maintenance, and lighting). Mark explained that Amberleigh is legally required to be part of MCCA. Tyler pointed out that 81% of our HOA budget pays our landscaping costs. The portion going to MCCA works out to be about $550 per home per year.
2. Can MCCA charge “outsiders” for for utilizing MCCA facilities/parks?
We could request that the Mill Creek police department issue tickets/fines, but we would receive no direct benefit for doing so, because any money collected would go the city.
3. Do communities with single-family homes in Mill Creek receive more services than Amberleigh?
Services are basically the same. Single family homes receive monthly bills directly from MCCA for their dues. Because we are technically a collection of townhomes, all of our dues have to be paid up front at the beginning of MCCA’s fiscal year. Our dues are 70% of what single family homes pay, and we get a 3/4 vote when voting for budgets or other things.
4. Will MCCA be providing us with a new entry sign?
The cost of entry signs for Townhome and Condominium complexes are not paid for by MCCA.
